چکیده: Abstract: Considering the population growth and unbalanced development of cities resulting in significant demand for vehicles, exhibit the importance of constructing non-marginal parking in the cities' center cores to relieve the traffic congestion as a practical measure. Developing these facilities while reducing the volume of marginal parking due to appropriate management of traffic, leads to an increase in effective width of streets and traffic . One of the challenges regarding constructing public parking is the cost of each project. Thereby, the location of each project should be determined efficiently in a manner that all of the users could be able to benefit from the parking effectively. In this study, a mathematical model for determining the location of public parking with the aim of meta-heuristic algorithms has been developed to maximize supported demand, lowering the walking distance, and related costs, including construction fees and ownership fees. A two-sided framework based on meta-heuristic algorithms, including GA, PSO, SA, and a combination of GA-PSO, has been proposed to address this issue. At its higher level, this framework would choose the best location among all of the suggested sites based on the least expensive ownership and construction costs. Moreover, in its lower level the demand for the parking has been assigned to selected parking. In other words, the location and number of floors have been defined at the higher level, while the need for parking has been assigned at the lower level of the framework. The city of Sanandaj has been chosen as the study case to use the framework that has been created, and the best site location has been chosen from a list of potential places that met the criteria for building the parking. In terms of reducing building costs, it has been proven that the PSO-GA algorithm combination performs more effectively than other algorithms under study. However, compared to other examined algorithms, it requires more time in terms of operation time duration
