چکیده: Abstract: The production routing problem makes decisions related to production, distribution and routing in an integrated supply chain. Some specific conditions and characteristics of the materials affect the problem. The specific conditions related to the transportation of hazardous materials, as well as the risks and consequences arising from the transportation of these materials, have placed hazardous materials in the focus of governments and organizations. This research has raised the production routing problem for hazardous materials and goods, considering the management of the transportation fleet and maintenance services. Modeling and assessing the risk related to the distribution of hazardous materials is based on the loading rate, distance, type of materials, population at risk and the reliability of the transportation fleet. Reliability is related to the correct and flawless operation of the transportation fleet. Planning the inspection and maintenance services of the transportation fleet increases the safety of vehicles and subsequently reduces the risk. The importance of this issue becomes more prominent in the transportation fleet related to hazardous materials. This study considers the planning of maintenance services for the transportation fleet for hazardous materials in the production routing problem. Given the importance of the problem and the type of materials in question, in addition to planning fleet rental and planning maintenance services, the management of the transportation fleet also considers the planning of vehicle washing services with the aim of preventing the hazardous materials from interfering with each other. The problem in question is addressed in a three-level supply chain; the first level is related to the supply of raw materials, the second level is related to the production of materials and finished goods, and the third level is related to the distribution of materials and finished products. The problem is modeled in two ways, centralized and decentralized, according to the decision-making levels. In the centralized model, there is a decision-maker at the chain level who makes all decisions related to supply, production, and distribution. However, in the decentralized model, there are two levels of decision-making, where each decision-maker pursues his own goal. The problem in the centralized decision-making mode is modeled as two mixed integer mathematical models according to two different approaches in providing maintenance services. Each model seeks to minimize the two objectives of risk and total system cost in the form of a sub-problem. The mathematical model of the problem in the decentralized decision-making mode is also presented in the form of two integer mathematical models according to the type of decision makers. Twelve samples with three sizes, small, medium and large, are used to evaluate the solution of the model. Small and medium samples are solved with the improved epsilon constraint method, and due to the complexity of the problem and the dimensions of the model, metaheuristic algorithms are used for large samples. Two algorithms, NSGA II and MOPSO, have been designed and developed based on the research problem. Since the problem in question is an important and widely used problem in practical and real conditions, to help decision makers, sensitivity analysis evaluations have been carried out on important and influential parameters of the problem.
